This is an exquisite Victorian baby rattle. This object functioned as a toy with a whistle and bells as well as a teething device. The rattle is ornately covered with decorative motifs. The teether end of the rattle is meant to represent coral, but is instead glass.
 
During the Georgian/Victorian period coral rattles were very popular. The rattles would have been tied to the child with either ribbon or a gold chain, so it is not lost. Coral was thought to be a powerful amulet against evil and disease, since the ancient times. 
 
The rattle is missing two bells and shows some signs of wear due to age.
