This is a Chinese Khakkhara. The staff is topped with metal rings, 3 on each side, and traditionally carried by Buddhist monks. The Khakkhara was originally used as a noisemaker to announce a monk's presence or frighten away animals. It is typically used now as a rhythmic instrument during chanting and sutra recitation. This Khakkhara is placed inside a lacquer box, which slides open to reveal the piece. 
 
The lacquer box shows some signs of wear and age. With some chipping to the bottom and wear to the surface. The khakkhara is in good condition.
